
What is Torrijos Doing in Washington?

Outgoing president Martin Torrijos is in Washington where he meets outgoing president George Bush. But, what about exactly? Earlier meetings were shrouded in secrecy. Rumors abound about military bases, anti-drugs/terrorism bases, military aid.
Could it have something to do with this document that coincidentally was made available today, or rather with what is not in it? (Click pic to download). We noticed, for example, that there's no military aid for the Noriega cronies and drinking buddies currently running our country.
